Dead Man Quest / Turtle Soup - Totally Stuck (!)

Hello everyone. I am writing with a huge request to everyone who finished the main story in CL (not THEO). I'm at a loss while completing the "Turtle Soup" quest. When I land in Tortuga, a guard accosts me and an additional mission called Dead Man begins. I end up in prison, and when I get out I can't find Henri Thibaut. The innkeeper informs me that he has rented a room upstairs, but I cannot enter it at any time. When I leave Tortuga, I am attacked by a ship with assassins. After this, a cutscene featuring Tonzaga plays. However, I don't know where to look for this mysterious League. I have searched all the Spanish cities in the south to no avail. I noticed that these two tasks were connected, so I was stuck. Please help!

Deadman begins during Turtle Soup and puts Turtle Soup on hold, you need to investigate Los-Teques Mine to proceed.
