Ships at Tortuga

French ships at Tortuga aren't defending it, they just sit instead of chasing hostile ships, and i'm talking about the 2 Heavy/Frigates and 1 Line

Those are Levasseur's fleet, they're special to the story and don't engage in combat (until Turtle Soup if you failed Pirate Saga)

Those are fairly linked to a part of the main story and I've seen them disappear and re-appear out of thin air while changing from a french->pirate flag.
They must've been given fairly straight orders(script) to stay in position, they *might* fire at spanish or pirate ships if they come under the "right" angles and range, but I wouldn't expect anything else.

ah I didn't know that, i thought they were a defense fleet for Tortuga
