where/how do i craft the flower decoration items needed for this quest?

Just with the crafting menu where you build the stations.
Anything with a plant counts as far as I know.

The only flower decoration items i have are it the "house decor" tab, and they dont show up when im in the crafting menu. I can only craft 25 decor items through that screen.

Go in your house and craft one of the plants there. The squid vase is pretty easy (and you can reclaim them after completing the quest) Found this tip on reddit, I was struggling with this quest myself :)

Just wait for the day of the festival, go to the festival (city hall), buy blueprints here, twwo of them use flowers. Craft them and you are done. Or you can craft the squid vase.

I found this on reddit as well. You use fiber and something else for the Squid Vase. No flowers. lol You can place one, reclaim it, place again, then once more. It will finish your quest.

Note that It also works with the other plant fiber potted plants.
