You'll need to use a separate app or a mod:
You could use a mod, such as: OneTweak for FO3[www.nexusmods.com]. You'll need FOSE[fose.silverlock.org] (Required for the vast majority of mods). Check-out Gopher's video for more information on FOSE - Fallout 3 Script Extender : FOSE (Installing and using).

I was worried that it wouldn't work because the readme says "update the shortcut to point to fose_loader.exe instead of Fallout3.exe or FalloutLauncher.exe" but mine is steam://rungameid/22300 .. I lauched it through FOSE and typed in GetFOSEVersion and it said I have version 1 so it is installed correctly. Now to try the mod you suggested.
Fallout 3 will now be launched from the executable "fose_loader.exe" - Make a shortcut (Right click the exe > Send to > Desktop (create shortcut)); optionally, add the Fallout 3 logo.
Kindly look through the video tutorial for a clear step by step guide.

If you use a desktop shortcut to launch Fallout 3 normally, just update the shortcut to point to fose_loader.exe instead of Fallout3.exe or FalloutLauncher.exe.
Nope, you do not need to have GECK installed.
It's primarily used to create and edit mods.
Mod users do not need to install GECK.
Manually:Copy OneTweak.dll and OneTweak.ini to [game install directory]Data/*SEPluginsWhere *SE stands for SKSE or FOSE or NVSE or OBSE.
Do I just make a new folder called FOSEPlugins?
C:\Program Files (x86)\Steam\steamapps\common\Fallout 3\Data has only the folders Music, Shaders, and Video
....\steamapps\common\Fallout 3\Data\FOSE\Plugins
