Strictly Business - Susan Lancaster

So I sided with the the Ghouls, and every human in Tenpenny Tower is dead.

However, on the quest "Strictly Business", where you enslave Red, Arkansas, Flak and Susan. Susan still appears as an objective and I can't enslave her or kill her or anything because she's already dead! What do I do? Does she run away to somewhere?
