Enclave Hellfire Armor
Looking to get the above armor and I was wondering if there are specific determined locations where it can either be found or looted, and if not, what is the level required for the enclave troopers to spawn?

the enclave hellfire troopers begin to appear at level 22 in all enclave checkpoints. They become common after level 24

If your character is over this level you can loot several hellfire armors during the quest take it back on the path from the citadel to Jefferson memorial

You must have the Broken Steel addon but i’m not sure on how to get it fast in the console since xx001081 only appears to be its base ID and im not so sure if that thing works. I only got the hellfire armor just by completing the enclave extermination mission tho where the dudes are holding huge flamethrowers...
