It's weird: some C&C titles from this bundle are playable with Windows 7, some not. RA doesn't work either.
Also might be obvious already, but I guess you already tried compatibility modes and running as admin in combination of either the above I mentioned?
Well considering Tiberian Sun works fine on a Steam Deck which runs a version of Linux, you can probably try it yourself?
As for gifting games out of your library, that isn't possible.
Steam Deck/Linux aren't listed as supported operating systems, just Windows 10 (not even Windows 11 is listed). To counter the small handheld monitor and the lack of keyboard & mouse, of course I could pay (next the device) for its docking station, just to play C&C titles. But it's interesting that Steam made it possible to run under Linux without promoting this (in my opinion) important detail.

It's definitly playable on Windows 7, i played it quite a lot on 7 back in the day.
It's most likely your pc config or something on your OS blocking it.

There's also a patch for the original game if you check all downloads on C&Cnet tiberian sun.
And sure enough I just tried the cncnet patch installer for C&C2 (link below) and it works with the steam release and replaces the exe file with their own which keeps the no-cd and has no Win7 block! Like with the other C&C games they also add their excellent config tool exe allowing for more customization of graphics and modern resolutions too. So I can confirm the steam C&C2 release is now working on my Windows 7. :)

Also FYI this is just a simple patch and different to the bigger full TSOnline multiplayer cncnet app installer with all the extra stuff that Tsundere posted earlier in this thread.
