Is there any way to add shortcut keys in the game using files and stuff without installing a new C&C game?

…what? What's the point of tweaking shortcuts in a game without installing it?

Anyway, you can just go to Options -> Keyboard in-game to tweak all key bindings. That information is also editable in KEYBOARD.INI, but good luck figuring out which numbers map to which actual keys, in there.
