What is GenPatcher? How is it different from GenTool?
TLDR; GenPatcher fixes your game so you can play it. GenTool is an add-on with a variety of features that brings the game to the 21st century.
GenPatcher is a program you can use to fix your C&C Generals and Zero Hour installation. It inspects your game installation and sees if certain fixes should be applied in order to increase game stability. It also preps your game to make sure you can play it online with others without encountering mismatches or version problems. On top of this, GenPatcher also allows you to install additional content such as the new control bar, modernized hotkey presets, maps, and more.
GenTool is an add-on to C&C Generals and Zero Hour that offers a number of features. It performs a myriad of game enhancements, including wide-screen support, stability fixes, online-play support using Revora's platform, adding in anti-cheat functionality, observer features, single-player & observer extended-zoom, and much more.

all genpatcher does is apply the common tweeks a user can do manually if they do not wish to download a program to do it for them.
the game runs on m.e-2000-xp-vista-7-10-11 and mac with a windows vm installed.
Calling someone "stupid" can be seen a rude and offensive. Thankfully I only see it as your poor ability with expressing ones self. There are classes for that.

options.ini, dgbhelp.dll, resolution, install gentool, apply a modded.exe, the Visual C++ redistributes, the C&C Generals patch 1.08 (which isnt needed at all for the game to be stable and run mods but is still a thing)
all of which is applicable to what the person asked which was an alternative to using genpatcher, what I offered in my statement is what the community has been doing for 16 years to get the game running BEFORE genpatcher was even a thing.
as for calling someone stupid you need to learn the difference between calling someone stupid and saying that what someone said was stupid.
Calling a statement stupid is NOT the same as calling an individual stupid.

What you attempted and suggested to do with your comment was a massive over complication of the situation and a complete time waste for the problem the user has.
There is absolutely zero need for someone to install a new operating system in order to run this game.
Iv been doing this helping with tech support as part of one of the biggest modding teams for zero hour for over a decade, The fix's are simple without the need to throw in over-complications or bad advice.

If we go back to what @Thine Maker requested, they also have the ini file self mod they can do and or do it the long way which is get an os from the past. So yah ,... in a way im supporting ya. cuz who would want to install a new os just to play a game when one has a easy fix called genpatcher?!...
There is no need for such smug and esoteric language.
Library is correct, there is 0 reason to install a new OS on a VM unless you are playing in Linux or Mac.
All the files that make gen patcher work and optimise the game for Win 10/11 are available to download manually (I'm pretty sure the ROTR discord server has them still), if the user wants to avoid the Gen Patcher route, though it's not really advised as the Gen Patcher is the best and easiest way of doing it.
Yes it does, at the end of the patching process Gen Patcher will ask users if they want to install Gen Launcher and Gentools, so you can use Gen patcher as a reliable first point of call for getting access to mods too.
A 523 might be a connection issue. I would ask the Gen patcher or gen launcher tech support channels on their discord, they might be able to help you
