***Unfortunately as of right now Gentool does not support Steam release of C&C Generals & Zero Hour, one of the issues I got upon clicking the 'Apply Fixes' button from the latest GenPatcher is that it couldn't find my 'EA Origin' which I don't have, upon looking through the notes it doesn't list Steam as a supported software***
I've gone through all of the steps and still get the exact same issue :( I'm not sure what to do at this point other than waiting for Gentools support on Steam.
People with my same problem mentioned some 'voodoo2 dll' download but I'm too tech illiterate to comprehend what that even means, my mind says 'something something trick C&C into seeing a Voodoo gpu' lmao
-There is an options notepad too. Open it and change "Resolution = 800 600" if doesn't work change "StaticGameLOD = Custom" in addition.
I have done that and worked for me.
it's an official Microsoft dx package, and this one will just add legacy support to latest directxX

1. Find General (application) on steamapps > common > Command & Conquer Generals - Zero Hour
2. Right click > properties > compatibility mode > run on windows 7 compatibility
3. Delete dbghelp.dll on Command & Conquer Generals - Zero Hour

This did nothing for me.
I think the problem is when you change monitors and the resolutions don't match. I.E. at home I use my laptop with a monitor. Visiting my mother in law for mother's day I'm trying to play on the laptop screen, which is a different resolution. Got stupid DirectX 8.1 message. Here is what I did to fix the issue.
1. Uninstall Generals or GZH
2. Delete the Generals folders in your Documents dir
3. ReInstall Generals or GZH
4. Enjoy
