Volkov is The eye patch guy in the first red alert cover, or at least that's what the official steam emoticon of that face is named after.

Which probably also isn't really true since Volkov was a character that was only thought up for the first expansion pack. And the RA cover guy doesn't look particularly cyborg-ish.

I'm not a fan of that fan theory too but Petroglyph did made a Volkov official Steam emoticon looking like him, although it could just be a placeholder name.

Not for Tiberian Sun since you are already playing as another character for both sides. Also, i think a portion of CABAL's face did appear on the Firestorm cover.
