You can think of it as a Tech Airport that only unlocks a "Paratrooper Tech", and the "Tech" cannot be doubled like a unit. You can only register multiple ”Superweapon Techs" and then bind them to different buildings, like American Airport unlocking "Paratrooper 1" and Tech Airport unlocking "Paratrooper 2".
CNC: Generals supported the kind of feature you mentioned.
I'm not sure that some third-party patches can support the kind of feature you're talking about, like ARES.

I still play this game 3 times a week. i think your memory might be a little fuzzy unless it was another title like Generals or something
