OK, after messing with it more: the CNCnet client works properly _IF_ you run it as Admin! It didn't used to need that. However, I should have thought to check that before.
EDIT: this is the Yuri's Revenge client I'm talking about.
Doesn't work either... I updated the ddraw file and deleted the ddrawcompact files. The game still runs very weird if I start from the Steam menu BUT the game runs perfectly smooth if I start game.exe. In order to play the game like that, the ddrawcompact files must be deleted from the system and the ddraw.dll must be replaced from the github update files. Weird huh?
"C:\Program Files (x86)\Steam\steamapps\common\Command & Conquer Red Alert II\CnCNetYRLauncher.exe" %command%
Doing this makes Steam treat the CnCnet client as the game. So when I launch RA2/YR from Steam it launches CnCnet client.
Previously I had to launch Steam with admin elevation for Steam to recognise I'm in game with the CnCnet client, give me the Steam overlay and count my play hours correctly. But now, it does all that correctly without having to elevate Steam. Instead I just launch Steam normally, hit play on this game and it asks for elevation before launching the CnCnet client... and continues to recognise I'm in game + overlay + play time count.
Not sure if it's because of the recent game update, or because CnCnet client has perhaps been updated or even if Steam itself has updated... but it's certainly a welcome change.
