Setting the game to Windowed mode with the launch argument "-win" makes the game fill the window completely. However the game and the window is tiny on the screen due to the low resolution.
It's possible to raise the resolution above the ingame settings max through editing the ini settings files. But setting the resolution to for example 1920x1080 correctly sizes the window and the game still fills the window but the UI remains the same scale as the game originally was, meaning it's impossible to see health bars and stuff.
So my goal is to play it in a window, but the window is stretching the game to fill the window (as is what happens when you play fullscreen, but then it fills the entire screen), if that's even possible.
I think CnC-DDraw has options to stretch the game out to specifically configured resolutions though, so that might help to upscale it even in windowed mode. You'll have to dig into the ini options yourself to figure that out though.

I've just barely started it and while the main menu may be a little messed up, it seems functional and there is functionality for stretching it, which does seem to work nicely!
Will complain more later if it doesn't work out in case someone reads this thread
