In RA2, from what I remember, you're just playing solo vs a team of however many AIs you decide to add. Maybe someone has modded a better AI for it, idk, but the standard is that every AI will be in the same team against you, and you can't do anything to change that.
My advise, play in a corner spot so it'll be harder for AI to flank you.
Playing between all the AI is impossible, or near impossible if you don't cheese 1 or 2 of them early game.
ofc while ur cap their building the ai will try to shoot ya, the easy way to do is play yuri's revenge.
There's this line in rules.ini that states
Paranoid=yes ; Will computer players ally with each other if the situation looks bleak?
Basically, what this line does is the AI player will determine if the Human player is too strong that they have attacked any AI player's forces and have done significant damage, if so the AI will stop attacking each other and target the player only (though technically they are still at war in FFA, meaning their units would still fire at each other if met).
In my FFA game play with AIs, if I choose to turtle and not hunt AI's units, they will either prioritize other AI players or attack freely on the map; but if I go and kill some random units even like a group of conscripts all of them will quickly gang up and target me.
Furthermore, in vanilla RA2 you may notice that in some maps with neutral units the neutral units will NEVER attack AI player's units but only target the human players. This is also relevant to the "Paranoid" flag.
You can check further information here:

You need to rename it to RA2MD.INI but if you're only offline skirmishing then it's worth it to make the AI much more bearable. Stick a Medium as an Ally and they'll even send engineer IFV's to repair your Rhinos.
Also wow does it cut down on the super weapon spam when the AI is fighting each other too. It's not entirely bug free, someone should make an updated version probably.
