Depends on the mod. These older games don't have a real "modding system" so mods just work by overriding the original game files. So for simple mods, they're usually just a bunch of files dumped into the game installation folder.

In general, for more complex mods, simply see if the mod comes with install instructions, or check their forum / discord.

Mods normally work if all people involved have the same mod, but I dunno how that all works with CnCNet involved; you'll have to ask the CnCNet devs.
