Do you know what has to be typed there in order to unlock the game speed option? I tried "-speedcontrol" again and launched through Steam library but no luck so far. It's weird that the earlier C&C games had an adjustable game speed bar but RA2 inexplicably excluded it.
(I also tried editing the game's config files to set game speed from 6 to 4, but that hasn't had any effect either.)
And, yea, it's those launch options. Add it, start the game, and once you're in-game in the campaign, go to Game Controls, and the slider should be there. I just tested it, and it works, both in the base game and in Yuri's Revenge.
Note that since this is basically abandoned functionality, the game apparently does not save this game speed, so don't expect it to retain your speed setting when you launch the game again and load a mission. I heard it might even reset when starting a new mission.
Oh you're right, it does work once in-game. For some reason it wasn't on my main menu so I figured it didn't apply at all.
Perfect, now I can actually enjoy the campaign and continue my C&C binge as intended. I appreciate the help a lot.
