2. Open your game's install folder and locate RA2.INI & RA2MD.INI
3. Open each in your text editor of choice, update the ScreenWidth & ScreenHeight settings to your resolution of choice
When you run the game the main menu will still be a tiny thing, but it opens at the full resolution once you start a mission or skirmish match.

Follow the steps on the website above.
Pretty sure I just put everything into the main RedAlert2 folder than run that cnc-ddraw config.exe
Then go to your RedAlert2 folder - search:
\steamapps\common\Command & Conquer Red Alert II
Your looking for two files :
RA2.ini
RA2MD.ini
Inside you need to add :
Windowed=yes
Into the VIDEO section
(If its not already there.)
Try run it now and It should start fullscreen.
Alt+Enter to make it drop to a window.
Than go into the settings and change to the resolution you want...
(If u wanna get a better resolution go change the RA2/RA2MD config files under Video.)
