How to Play Custom Maps?
Where can I find the map folder?

If you want to play custom missions, then you have to replace existing missions in the campaign :(
I think DTA client had a solution for this so you can add new campaigns, but if the campaigns came with their own FMV movies, they'd break.

Just to expand on this a bit more:
Place the map file, not folder, into the RA folder.

In my case, I placed sidewinder.yrm into
C:\Program Files (x86)\Steam\steamapps\common\Command & Conquer Red Alert II.

First few times I tried loading Yuri's Revenge skirmish maps, it froze up for about 15 seconds the first time then 2-5 seconds a few more times.

Solution found: When you're making a map in FinalAlert2 make sure you save it as multiplayer.

Exit FinalAlert2. Find that file that you created from FinalAlert2 from the game folder (<your drive letter>:\SteamLibrary\steamapps\common\Command & Conquer Red Alert II)

Then change the extension from <yourmap>.mpr to <yourmap>.yrm (YRM file is for Yuri's Revenge)

Once that is all done you can go into your custom map selection and it will show up just like all the other maps.

This solution worked for me using everything from steam.

work for mine as well. but it remove everything in the map that isn't part of tile/ore.

I've created my first map and it worked instantly but I can't get my second map to work. I've tried everything copying all types of files to all types of folders

.mmx
.mmp
.mpr
.yrm

no success, why?

Yeah I done that too, saved as all types basically.

Paste the *.yrm and *.mrp files into your root Command & Conquer Red Alert II folder. I don't know why this works, but this is the solution.

Because these games literally predate stuff like the "My Documents" folder in Windows. Their own installation folder is the only place they know.

RA2 does have a dedicated folder for custom maps, and this folder does work with legacy copies of the game, but it doesn't work with the steam version.

CnCNet might have that, but the original never even had a folder under Documents; Generals is the first C&C game that did that.

For sure, but I'm not talking about a My Documents or AppData folder; There has always been a custom maps folder within the game install directory:
...\Command & Conquer Red Alert II\Maps\Custom\

These maps folders are a CnCNet addition, yes. The original game only looks inside the base install folder itself.
