no it doesnt. the ingame resolution only rescales the battlefield view not the gui

and change video section in RA2.INI and RA2MD.INI to:

after that you can chenge resolution in-game for different size, it will not change your actual desktop resolution. It will be set to 1366x768 at first, which is the lowest widescreen resoluion that does not have broken main menu graphics.
1080P is the sweet spot for RA2.
Even on a 4K monitor.
Everything else is either to small or to zoomed in.
try StretchMovies=yes
although i wouldn't recommend it, the FMV's look horrible while stretched out.
at 1080P they still look decent, although yeah in a small box.

if the video files can easily be replaced we could use a video AI upscaler to get them to 1080P or 4K
Ok noted, i tried stretchmovies yes, but didn't work, however YR seems to work well, the menu and videos seem to be 640 and then game 1080, but RA2 loads up in a box, videos play in a box then the game is fullscreen and 1080p. Its weird.
Can't win them all so i'll stick with what's working, thanks man

Nope. The sidebar menus are fixed size in pixels. They don't scale separately from the gameplay. The only way to get them bigger is to lower your resolution.
Except if you're playing on 65" inch screen ;D
