Using Xbox Controller

I'm using steam input but it doesn't show a cursor and I can't seem to figure it out

i have no idea why you wanna torture yourself like the but try using big picture mode

Why not? It's work well on AoE2,CoH and many game unless you're skill issue

in the top right of your steam client there is a little "tv" looking icon if you click that it will take you into big picture mode and that has always helped me with controller issues like this. Just try launching the game in that mode

No such luck in big picture mode still can't use the joy sticks I don't even see a mouse icon when I load the game

Its almost like a game that has never had controller support cannot be played with a controller.

i think possibly only the Ps1 version had controller support because @iekue made a good point this game never had controller support.. try looking for a controller option in the Steam settings.

There seems to be a controller override option under RA2 try setting that to the Steam input.

Yeah I've tried changing the controller setting under steam input I appreciate all the help unfortunately the only thing that seems to work is the touch screen which is definitely not viable
