OpenRA is just a completely different game, pal. The fact it uses the RA graphics doesn't change that.
There's a chance it won't work on the Steam install, but that's not really a problem; this game (along with C&C1 and TS) has been freeware for over a decade; it's really only included in this collection for completeness' sake. The CnCNet website has full installers that include the game that you can set up in mere minutes.
Side note: the default installers offered by CnCNet for C&C1, RA1 and TS are stripped-down multiplayer only packs, so you can't use those for playing the full games. They offer full game packs too though, and those are probably vastly superior to the Steam versions since they have almost two decades of fan patching added to them to fix bugs and stuff.
