The fact they can rebuild Construction Yards as buildings directly from other Construction Yards is basically just a compensation for the fact the AI isn't advanced enough to build, position and deploy MCVs. Either way, the AI rebuilding them is completely intentional in this mission.
This is the same in the final GDI mission, except, with Nod it's easier, since you can just use your nuke to take out one of them.
Also, the AI does not have unlimited money. They just have a couple thousands as starting money, just like the player, but unlike the player, they don't need to use that to build up a base, meaning they never use any of it until they run out of tiberium. So even with all their silos empty, you have to keep in mind they still have that buffer.
Some advice from someone who's played this game for close to three decades… don't try to starve the AI; it's absolutely the most tedious way to play the game.
I need a second nuke but it seems I can only have one per mission...
Those pesky rocket-turrets are a huge problem too because they also get reconstructed. Then the GDI has those mammoth tanks as ultimate unit. And the NOD? Not really a counter unit that can go on on one with them.
I read that the key to that mission is to conquer the Constrcution yard with an engineer, build that tank-building and spam a couple of mammoths.
Tiberium is pretty limited for that.
