...What? No it's not. Most of XIII's combos are light chains or heavy normals canceled into command normals (like SF's target combos) that you then cancel into specials. Links (like SFV Ryu's s.MP s.MP) don't play much of a role in combos outside of a few characters. The ones that you see in Mission Mode are mostly there to make those combos harder, they're not necessary for regular play.
As for beginner characters, I'd recommend King, Shen, and Terry. Their combos are easy, their tools are fairly straight-forward.
So for example, Terry's basic 1 meter 50% drive BnB would be:
xx = indicates special cancel (like Ryu's cr.MK xx Hadouken)
DC = indicates that the move is drive canceled.
df = down + forward (diagonal)
cl = close standing
cr = crouching
qcb = quarter-circle back
[ ] = indicates charging (like Guile's sonic boom)
cr.LK cr.LP cr.HP xx qcb+LP DC qcb+LK [d]~u+AC
Or if you start the combo with a heavy
cl.HP df+HP xx qcb+LP DC qcb+LK [d]~u+AC
Pick any three characters you think look cool and work from there.
Hey, Kof XIII has the easyest combo system of the entire franchise! Just compare with Kof 2002 UM and you will have nightmares!
For note, probably Kof XIV will be more easy than XIII

What? Daimon's not particularly easy for a beginner. Something like s.LK xx qcb+B xx hcb~f+P could be kinda tough for a beginner.
You're right about his combos being a little tough, but I think the guy meant that he's new to KOF, not fighting games in general. I don't think he'll have too much of a hard time with execution. Otherwise, I'd say that Shen would be a good start for him.
Judging by the fact that he said he's only ever played SFV, and that only came out a few months ago...
