Because this game broke the 3 part Saga + 1 Dream Match pattern.
They remade the stages from XII into XIII and kept the character sprites and moves (added a few more too) but gameplay was vastly different.
I'd say it was more of a beta for the new graphics since gameplay-wise KoF XIII's system is closer to 2k2 than XII.
Which is also believable. But like I said, gameplay-wise KoF 12 is really different, so there's an experimental aspect to that game that didn't carry over to 13.
