if u wanna other thing instead windows use Linux like kubuntu... but ins don't work on it... so take windows (7 64 bits)
Low fps is because its just a dual core 2.5ghz and a weak mobile gfx card, not really suited for gaming, nothing more or less...
Apple products (especially laptops) are REALLY overpriced for the actual hardware that's inside them. They are not gaming machines and never will be. Just because it cost 3K does NOT mean it has a high spec.
I built my PC for around £1500 and I get 100-200fps in Insurgency with all graphics settings maxxed out at 1080p (FYI I game at 1080p because I use a 42" Sony Bravia as a monitor as I prefer a big screen over upping the resolution to say 1440p). This is because I chose the components to build it with, I would never pay Apple for one of their "high spec" machines because put simply, they are not high spec.
The reason other Mac applications are quick and smooth on Macs is because the software was designed specifically for them, it has been optimized to work with Apples hardware.
BTW, am not just slating Apple for the sake of it, I actually have an iPhone 6 myself. Just can't get my head around how they justify their prices when it comes to laptops??!!
The GPU in your "high spec" laptop is a HD6770M, the desktop version of that GPU can be bought on eBay for £20 (http://www.ebay.co.uk/itm/ASUS-AMD-Radeon-HD-6770-1024-MB-EAH6770-DC-G-2DI-1GD5-Graphics-Card-/291353735679?pt=UK_Computing_Computer_Components_Graphics_Video_TV_Cards_TW&hash=item43d60931ff), that says it all really, a game like Insurgency will never run well on a £20 GPU.
TBH if you want to game then the only real option is to sell it, or see if anyone would swap it for a half decent desktop gaming PC.

If you were to spend a little time searching about I bet you could get an even better one for £300, especially if you don't mind a second hand one.
I bought my first gaming PC used and just ended up adding and swapping out parts as and when I needed to.
Changing to windows isn't going to do much FPS wise I think.
