Sounds like a steam issue.
alao when i click play... the insurgency.exe shows up in task manager for less than a second then dissapears.

steam client, right click on insurgency, properties, launch parameters and add: -w 1920 -h 1080
(change values to native resolution fo your monitor screen, if that will not work, change it to below-native)
And make sure Direct x is updated to the latest version.
Both those files can be found in your insurgency root folder
D:\Steam Library\steamapps\common\insurgency2\_CommonRedist

i did find out what works and is crazy to the reason why and the game needs to updated to patch this or get it to work from the get go. no idea why i would have to do this to a file but it worked and game launched.
you can DL takeownership script below so that it adds it to your right click context menu.

1. Gain ownership of C:\WINDOWS\SYSWOW64\WBEM\FASTPROX.DLL and assign yourself Full control of the file if necessary.
2. Rename FASTPROX.DLL at this location to FASTPROX.DLLOLD
3. All steam games will now launch without shaderapidx9.dll error. <<< not that i had this error or never showed me the error but they need to fix this with the games.
i would like to thank you guys for your feedback even though that wasnt my issue. its just a shame that we need to rename files ourselves to get a game to launch and work.
