Very complicated explanation but it is basically: Your eyes can notice frame differences at even 1000fps, most games won't have enough action to notice the changes so 200fps would be a better number in which you start having trouble seeing the differences. In a blind study, a large percentage of the players preferred 120hz monitors vs 60hz monitors because of the smoother framerate. The 60fps myth came about because of the common 60hz refresh rate of lcd monitors, old CRTs were even 70+ because each frame was flashed and any lower your eyes would notice the frame pauses and it would give you headaches.
Saddens me that this is still a widely believed myth in gamers today.
At least the myth is only 60fps, god forbid that old meme of the eye can only see 24fps come back.

But saying the eye can only see 60fps is just ugh. It's like saying all cars are only capable of going 60mph because the speed limit is 60mph.
thats because you cant afford a monitor with 144hz and you never seen one!!
once you go 144hz you never go back to 60hz.

There's a ♥♥♥♥♥♥♥♥ of console gamers who believe there's no noticable difference between 30 and 60fps :/ To make matters worse, developers started openly lying about 60fps, stating that 30fps gives "more cinematic experience". Which is obviously ♥♥♥♥♥♥♥♥, because 30fps in cinema is acceptable due to viewers being only viewers and having no input into the movie of any sort. A gamer on the other hand does notice an input lag, and smoothness cannot be artificially improved because of unpredictable nature of games. Editor always knows what will happen in next, 100th and 100th frame from now, your GPU does not.
First time I switched from 30 to 60 fps ages ago, difference was obvious, but not all that obvious. But a long time passed from back then, and now if I experience drop to 50FPS I can easily notice it, and 40 feels sluggish and unresponsive.
I can fully relate to this. Years ago while I was stuck on my old rig I could easily play on 30fps, now it just feels awful once it drops below 60.
