As far as I know, no, you can't turn it off. And that's probably a good thing, because it would make it rather harder to use the AKMS/SKS/RPK.
If it bothers you that much, maybe you should switch to your pistol.
Yes that is what Whiz is talking about Badger. But I'm not a fan of your advice. The fov shrikage in ADS isn't in any way realistic When you look down the ironsights of a weapon in real life, your fov dosn't shrink, your perhipheral vision may if you close one eye, but it isn't strictly nessary to do so, certainly not with a reflex sight of any kind - which main advantage is that they allow you to aim with both eyes open - or not even centered down the axis of the weapon.
Certainly magnifying optics should decrease the fov - thats really the only way to give a sense of magnification in a game - but bare ironsights - or reflex / holographic sights shouldn't in my opinon. The camera should move forwards to create a better sight picture - particularly with long releif sights such as the AK's - but only holding your breath should distort your fov.
Personally I think it should be left up to the player. There should be a slider just below the global fov one in the game options menu - that lets you choose your fov value when ADS'ing. We already have seperate sensitivities - why not allow us to fully tailor our fov.
Regardless of my personal opinon, the dev's have already stated they redid all the fov values from the ground up in the last update - and they are aware they arn't the same as before. They've assured us that they will be redoing them Soon™
In my upcoming mod, the FOV change during ADS is removed. You retain full FOV unless you hold the sprint key to engage the focus function. To help in long distance, the focus function was changed to allow you to stay zoomed for longer, however the bonuses you get to sway and recoil are reduced to compensate. It's more of a manual zoom key than a breath control key now.
Ideally FOV would not be tied to ADS or breath control and instead would be adjusted with the mouse wheel or separate key on the fly.

^^ this is why I dont like steam workshop. to much "editing" of gameplay. skins are fine remaking your "zoom" for server play is wrong. just saying.
You need GCFScape to open the game's vpk files. In your insurgency folder, find a vpk called something like "insurgency_misc_directory" and then open it up and find the scripts>theaters folders. I recommend extracting the entire theaters folder so you can see all the default settings. Then you want to look in default_player and base_weapon, if I remember the names correctly - in both of those places there's places to set the fov change during ADS to 0.
However, a lot of the weapons have their own ADS increases, so you will also have to go through every weapon and take that out. Then in the end, you have to paste all your changes into one theater file and run it on your server with these instructions:

...and of course then it will only work for your server unless other server owners download it. You can't just change it for yourself and get no ADS zoom on everyone else's server. (Unfortunately.)
