Get the latest video and audio drivers as the built in win 10 ones really suck.
some people find that there is a lot of stutter gaming. Well I found that there are 2 things that run with windows 10 that you dont really need running

now this helped a bit but the biggest issue for me personally was Adobe Flash player.
If you are an avid chrome user like me bring up chrome browser type in chrome://plugins/ and disable adobe flash player.
before doing any of this bring up task manager and look at disk usage and see where it is at. You can have the most awesome system in the world and these programs are conflicting or are bugged in win 10 and force 99-100 disk usage non stop for some reason. after disabling 2 things from the first video and my adobe when not needing it; my disk went to nothing when idle. gaming with insurgency now I only use 20-30. so if large amounts of stuttering are happening which a lot of ppl call lag, and really they are 2 different things you may want to consider this fix. I know it doesnt apply to everyone but wanted to share.
Now I am not at home so I will try your fix asap when I go back.
You could also open some elevated command prompt and enter
bcdedit /set disabledynamictick yes
bcdedit /set useplatformclock true
This fixed some micro glitching for me (a mix of lag and tearing) Generally windows 10 set's the default value of this too high, and this causes some latency problem.
besides, google for 'techtoolstore' ,it's a program that loads all kinds of system utilities and anti virus programms without loading them all seperately but rather it let's you decide what you want with an automated installation.
There are also reportedly many users that experience less lags when various system services are disabled (temporarily, or set them on manual)
You can also use 'Windows10 firewall control' a third party app which is way better than the inbuilt firewall control, (you can completely disable it when running the other one) make sure to check 'low HDD usage' when using it while gaming.
And be ready, some users are very triggered when someone mentions to disable system components, yet windows 10 is full of services which run likely all the time yet aren't needed, so you may have a a look into this. You don't neccessarily need an anti virus program, I check my PC regularily with anti virus scans, but there is no need to have such a program running all the time. (if you're a smart ♥♥♥♥♥♥ and have an adblocker in your browser and the firewall running)
Make sure to disconnect from the internet when running a virus check. And do a few of them, with different utilities from 'techtoolstore' if you have the time.
Also if you're on Nvidia, the Multithreaded optimization seems broken in many games for me, it offers like 5 - 15 % more frames, yet it stutters at times. Try to disable it for coh 2 or any other game and see how it runs. The Nvidia physx driver can also be uninstalled if your GPU is much weaker than your CPU, this will possibly even apply to you when your usage isn't even near 100 % in coh 2 since this game isn't well optimized.
