Report a translation problem
Though from what I could find on them internets about this error message is something to do with BattlEye service being corrupted or some such (interfered with by other apps and drivers, etc.).
Perhaps mismatch of service version between different BE enabled games.
So did you play any other BE games prior to launching Insurgency ?
Try a clean reinstall of ins2. After you uninstall, make sure the ins2 folder is deleted, if not, delete it yourself. Back up "config.cfg" in *\steamapps\common\insurgency2\insurgency\cfg before you do anything.

Delete the game, and make sure to delete also Insurgency folder in \steamapps\common\insurgency2. Make sure to backup "config.cfg" in *\steamapps\common\insurgency2\insurgency\cfg before deleting. DOWNLOAD the game, don't restore from previous backups. Restart your PC before you play it again cause it will also kick you out of the game saying "Bad service version".

Sure it's for R6S, but it might still help you out with INS (both use battleye).
