Single player or no?

Is there a single player element to this game at all or is it strictly multiplayer?

Yes there is single player element.
Apart from training module, you can play all the game modes in single player with either you alone or bots in your team.
Its good way to learn the game n get used to various maps n weapons.
I am doing it intermittently to learn the game.

Before Solo existed, you could use console commands to start a match. You probably still can but I don't see a reason to.

Yes, it has bots. To add a note alongside my answer, they can be a bit buggy at times, or randomly. Also, they tend to get close to the player, pushing them and creating unwanted obstacles. If you solely want to play with bots, I recommend Insurgency: Sandstorm instead.
