How to play as insurgents

In solo hardcore or elite, every map on every mode makes me play security and there's no way to switch teams, how can I play insurgents?

You need to play Survival to play as insurgents in PvE. PvP you play as both.

In the Survival mode in PVE (Co-op) your team sometimes spawn as insurgents, however other times you spawn as Security operators too (I prefer the security since their announcer has some funny lines for survival)

So yeah, survival in PVE is the only way to play as insurgents, however in PVP (Multiplayer), you can play as insurgents there as well in any gamemode.
