he means it will make it worse, you CPU(Central Proscessing unit) runs the game and your GPU(Graphics Processing Unit) or graphics card processes the information giving to it by the CPU to make video and sends it either back to the CPU which then sends it to your monitor or the GPU sends it straight to your monitor.
