ArmA 3:
Has a large playing field, script and map editor. So a lot of variety depending on skill of the programmer. You could download community terrains so you have other maps to edit and program in.
Only problem I see is the system demand for myself. Though the high price for all the DLC's would provide variety.
Insurgency:
Quick arcade action with some interesting behaviors from the bots in co-op. You can download new custom maps but they're scripted to the specific game modes and servers can be progammed to do limited things like add supply points, trigger counter attacks etc.
A lot more pro's and con's, but this is very simplified.
Arma3: Long drawn out war simulation.
Two completely different games.
This. I have both and they are good (and bad) in their own ways. I feel that ArmA's movement is way more complicated than it needs to be. Insurgency is great for getting straight into battles, while ArmA has a lot of running and is much slower paced. ArmA has vehicles, Insurgency does not.
Again, I like both, but I would take pacing into account when choosing.
Insurgency. Day of Infamy is even more similar, being WW2 and all that, made by the same people as Ins.
Ah now if you fancy WWII, then definitely check out Day of Infamy. As BurntCornFlakes says, it's made by the same company as Insurgency; it also has some new mechanical features and changes (at least in co-op; I don't do PvP).
