I try adjusting bot counts any file that pertains to bot count (ie from 6 to 8,10,12) but I still only get a defualt 5 bots to spawn on the server.
This guide is outdated so you should use more recent one.

It speaks of server_gmaemode.cfg and that config never existed. Still not sure what calls what and where yet.
The best method to host a server if you can't but rent one is to buy VPS (sometimes called "un-managed server") as that gives you total control of the server, its files, startup parameters, etc.
As for the "server_gamemode.cfg" files, they are in "insurgency/cfg" directory and are named with "default_" prefix. If you want to alter them, create a copy of ones you want to modify and remove the "default_" prefix.
My server at the house, runs better than the one's I'm renting....it's a AMD 7870K with 16 gig Ram, no add on gfx, uses igfx....no monitor. I will soon, try to run 3 Insurgency servers on it and one TS server. I use Multiplicity to KVM it to my main rig. Less than half of what I was paying yearly was the total cost of my server. It was the first 'store bought' desktop that I have purchased in thirty years.
As long as you have a decent interweb connect, I have 100 down and 8 up and it's way more than you need, you can do it.
