Open console and type this:
bind p sm_admin
That should do it IF you added your STEAMID to the config file.
In some source games you had use quotes like this:
bind "p" "sm_admin" but it works without the quotes in Insurgency.:)

Here is a link describing how to add admins:
https://wiki.alliedmods.net/Adding_Admins_(SourceMod)
- bind 1 slot1
- bind 2 slot2
- bind 3 slot3
- bind 4 slot4
- bind 5 slot5
- bind 6 slot6
- bind 7 slot7
- bind 8 slot8
- bind 9 slot9
- bind 0 slot10 (or slot0 i don't remeber which1 is correct but it's easy to check)
now when you start game simple run game console and write: exec insadmin.cfgThis should fix yours problems with SM admin menu - I had the same problem a long time ago, and this small fix solved it.
You can also set in this files all yours personal settings and binds, then in 1 files you will get all what You need.
