Also, if I were to get custom maps in a game would I have to integrate the map file and audio file into my ...Server/Insurgency/ folder?
The audio file tries to overwrite the original audio however I've just told them to use a audio(1).cfg file instead... I understand this might obfuscate the audio of the map, however I'd rather have the general audio file working rather than the modified, for now.
Usually you would see any map related audio compiled in the map file (BSP). Steam Workshop maps have its own directories and all should be fine. If you have maps from elsewhere you have to use "..\insurgency\custom" and "..\insurgency\maps" folder respectively.
A friend and I have managed to play a map on my server. I've managed to load a Workshop map onto the server and load into it myself so he should be able to join too, if he has the associated map file.
