btw antivirus without whitelist? you should get a better one. try comodo or avast (free options)
Stuck in update needed because f-secure removes the "virus" before update finishes. i made the folder an exception but there is no way to stop f-secure scanning the exe files
Although sounds like Retro might have tried it.

Details
Issues related to any of the programs listed below may be resolved by exiting and/or disabling the program and then exiting and restarting Steam. For certain applications, a system reboot may be required after you have shut down or disabled them.
Antivirus Software
Incorrectly configured antivirus software may prevent proper operation of Steam and Steam games.
VIGuard anti-virus software has been found to conflict with Steam games - an error message stating "Failed to duplicate pipe handle" will be generated when attempting to load the game. Add the contents of your Steam installation folder to VIGuard's authorized folder exceptions list to correct this issue.
AVG 7.5, Norton/Symantec and Nod 32 software has been known to cause game crashes. AVG 7.5 must be fully removed from your system in order to prevent these crashes.
F-Secure's "DeepGuard" feature is known to cause Error Code 51 when launching Steam games.
Anti-Spyware Software
Aggressive spyware detection software may block the normal operation of Steam. We have received reports that Spycatcher Express, Webroot Spy Sweeper and CA Pest Patrol (bundled with AOL's Security Center) may prevent Steam client application updates and connecting to game servers.
PC Tools ThreatFire software (which is also contained in PC Tools Spyware Doctor) can prevent the normal operation of loading of Steam games, including common errors such as Unable to load filesystem_steam.dll and Engine Error: Could not load library client. If you are encountering Steam errors and have ThreatFire or Spyware Doctor installed, please do the following:
Disable Behavior Guard via PC Tools My Account service. Disabling the service through Intelli-Guard will not resolve the issue.
If this fails to resolve the issue, fully disabling or uninstalling ThreatFire or Spyware Doctor may be necessary.
"Note: Some files cannot be excluded and will always be scanned, such as executable files."

When the people I know asked me about the game I say the following:
"Good game, but let me give you a piece of advice, if you have the F-Secure AV, it is very likely that you will have problems. It is detected as a Trojan file and automatically deleted. You need to download and play it with the AV turned off. Do it at your own risk, I do not think a game is worth putting your machine in danger.
It is said at the forums it is a false positive."
Searching through the forums of F-Secure I have seen that sometimes there are problems with the anti-cheating systems.
Finally, I have seen how a user have gone berserk over the issue, a thing that does not surprise me (see my post - yes mine again - http://steamcommunity.com/app/222880/discussions/1/648817377412572149/) at all:
"It seems they are locking the threads regarding this matter. They might be considering it as solved. I just would like to point out that it is not the case. If you manage to solve it, it would be great, if not, it would be much appreciated if you add that kind of information to the store page and save other customers from future problems and bitter dissatisfaction."
I bought at my time several copies to give as gifts, though not full prize, the people I intended to send them use F-Security.
And here goes my opinion: as users we have to balance security and pleasure when using the internet, but there is a lot of information and things we do not understand. As far as I am concerned I do understand the false positive is not a problem of the games developers but of the AV ones. But I though and I still think that if software vendors knew that there is some known incompatibility software with its product (and this is not a new issue), they should have released that kind of information (i.e. to publish it at its store page).

This is why antivirus programs have the ability to whitelist or setup exclusions because they can't be correct 100% of the time.
So if you can't or won't do so, your updates will be blocked or the executable will be deleted every time.
Steam's knowledge base says the same thing about how antiviruses can interfere. Insurgency was just released so it'll be a waiting game until this doesn't happen automatically but until then you'll have to do the dirty work.

I am always amazed by the high level (and number) of contributions from the users of this forum. Even if the suggested solutions do not work or we are unable to implement them, thank you for your time and effort.
In case anyone else is doing this but doesn't see the file extensions and needs to turn them on.
To show or hide file name extensions
Open Folder Options by clicking the Start button Picture of the Start button, clicking Control Panel, clicking Appearance and Personalization, and then clicking Folder Options.
Click the View tab, and then, under Advanced settings, do one of the following:
To show file name extensions, clear the Hide extensions for known file types check box, and then click OK.
To hide file name extensions, select the Hide extensions for known file types check box, and then click OK.
Firstly i have submitted the file to F-secure as a false positive, so when it is validated it will be an exception at their end. so hopefully end in sight.
In the mean time this is how i got it to work. The problem is f-scure nabs the file during instalation so its not there to be made an exception of.
S0,
1) open f-secure settings and choose the virus and spyware scanning tab.
2) at the bottom is the option to view quarantine, open it and restore the gen.trojan.heur... file
3) close quarantine and choose exclude files from scan
4) go to the objects tab, tick exclude objects and click on add
5) go to program Files (x86)\steam\steamapps\downloading\222880\insurgency.exe
6) close and restart the update
7) play insurgency :)
now lets get ready to roll :D
