The M27 has a thick bull barrel for being fired in fully automatic, and is an extremely accurate weapon, currently the most accurate weapons US Marines have in their squad.
The m249 was supposedly not accurate and was a heavy weapon. US Marines are light infantry in that they aren't with a vehicle throughout their patrols. This means reducing weight is key. The idea is that since the m27 is much lighter and more accurate, it would be more effective for the Marines' role. They believe that 1 hit right by the enemy would be a lot more suppressing than many bullets that do not hit close.
For the type of fighting that is done in the middle east right now, urban door-to-door fighting, the m27 is superior to the m249 as it can be used to clear rooms like a normal assault rifle, something the m249 is very lacking in.
