Faction stuck at zero?

Has anyone else run into a situation where a faction is stuck at 0 power? I've got a pretty large city, and every faction has tons of whatever the points are called at the top of the screen, except for the education faction. They're stuck at zero and won't form, won't grow, I can't build any buildings for them because they all require some amount of points, and even restoring wonders they won't increase.

Are you playing on an old save, from before the Renaissance update? That could be the problem.
I encourage you to start from scratch and let me know if you still have the problem. Sorry for this inconvenience!

No it's not an old save. It happens in every game I start, one of the factions always, without fail, gets stuck at zero. I'm playing endless mode if that helps.

I had this happen to me too. Despite building two of the commerce buildings and seeing the little circles fill yellow, a commerce faction never formed and so I never got access to trade routes, crippling my city and forcing me to start over, as I managed to somehow get to the medieval age with only three factions and just... it was awful, lol.
