A faction wishes to join when a cultural building influences the surrounding neighborhoods, and 50% of the neighborhood's inhabitants adopt this culture. You have the option of refusing, which will be noted by the faction, but with no lasting grudge.

Power represents a faction's influence and capabilities. It increases over time and through your actions, unlocking cultural buildings, services and wonders. However, excessive power can make a faction uncontrollable, and several overly powerful factions can take control of your city, leading to your defeat.

I came here seeking the other problem. On endlessmode ( experimental) i have issue keeping faction power low enough, that they do not prevent the change of age.So far only solution is to "expel" them , yet they stay in city baricaded for milinia

Just ignore the increase in power. It won't surpass 100, and you'll continuously gain the faction's cultural points. Also, reduce the tax for factions with low trust. Then, when you have completed the entire age and are about to move to the next, use cultural points to reduce the power of the necessary factions by 20.

Click on a district area on the map that a faction has control over. Then click on the Faction tab on that district. Select the "Destabilization" option. It will cost coins to knock the power down for that faction. There will be two options to choose from (Sabotage/Assaults). Sabotage will drop the faction power by 20 while Assaults will drop it by 7. Once all your factions are below a power level of 90, you should be able to advance to the next age.
