Report a translation problem
1. Focus on 2 or 3 culture types and build all of those that you can.
2. Focus on buildings that are upgradeable since the ones that can't be upgraded are pretty useless in the Middle Age Era even if repaired.
I tend to prefer option 2. I like to have a neighborhood for every culture type, focusing on upgradeable buildings, and then try to fit the Antiquity Era Wonders for each of those culture types at the edge of those neighborhoods. I will tend to focus on cultures that I want to get more factions of first so I can unlock their faction specific special buildings (again, focusing on the upgradeable special buildings!).
