Wait, you can overfill your storage with import?!?
That changes everything, but I consider that a glitch.
Some kind of extra/upgradable storage building is def needed.
devs already said that they don't intend on adding it... honestly their reason doesn't make sense to me
I have seen them say "this is an intended game design". I have not seen them say "this will NEVER be changed".
I get the impression that the devs are going for more "logistic" growth.
In reality, people don't just stockpile more stone, more stone, more stone for decades on end. Rather what a city is capable of in terms of public works is often linked to direct industrial capabilities at the present moment economically.

Maybe letting the construction site itself become a "storage" when clicking "upgrade".
Thereby removing the need for storage extension in the game and let you produce stones that gets added to the construction rather than your storage.
Would have to be set at an amount though or you would not be able to build anything else while filling the need for the upgrade.
Maybe the construction should instead demand a certain amount of produced or imported material per cycle rather than a huge stockpile. And if you fail to fulfill that amount, construction stops and it would cost something, like currency or extra material to start it up again...
