Generally, make sure everything including all drivers are updated, and verify file integrity or potentially do a reinstall, etc. etc. If you run Windows perfmon (performance monitor) and you see that the game is running out of memory, try closing everything, and running a non-browser version of Steam to minimize RAM usage.

BTW: when I first load my game file, the game shows up as using around 2.2GB - of course that will get worse if I build up the city more, but it's currently at 658/1250 - which is a fair ways into the first age - I'm saving up to build a wall right now.
On a 8 year old rig.....
On my second play through I had a horrible crash, laptop completely froze, had BSOD that was also frozen, it wasn't restarting on its own. Had to press power button to shutdown!!
Brand new gaming laptop, with hardly anything on it but steam and a few games, nearly broke it!!
I've tried all the usual fixes to no avail, so I'm guessing it's a bug. Gonna come back in a few days to see if anything changes.
