Aircraft - You need more AA. You should rarely, if ever, suffer a full wipe of AA. I see a lot of people bring along 3 or 4 pieces. No, you need as many AA as you can afford without compromising your main force. I go for 4x Radar, 4x Autocannon. Fighters are nice and all, but their response time is normally too short. It also helps to use the Top Tier infantry AA garrisoned in buildings to the side to protect them from air strikes.
Helicopters - More units with guns. LMGs and assault rifles can take these things down when in range. Autocannons and IR work well also, but infantry are less targets for attack helos with ATGM.
Tanks/ATGMs - Your composition/positioning/unit count is suffering. A traditional tank on tank fight, even with superior tanks, you will need realistically 2x to 3x what he has in order to survive stray missiles and guided missiles. You should also use smoke mortars to cover your assault.
Infantry - You need to move your infantry into cities and forests safely. Dropping them in with helicopters and guaranteeing their survival in a crash doesn't work, especially not in cities. You need to deploy them using smoke and moving infantry in to fight in close quarters. A single unit garrisoned can easily take out twice to three times infantry assaulting its position in the open. I had one just of my Spetznaz SF take out several dozen Marine units, their APCs, and support helicopters because they have advantage in the covered situation.
AA - By and large, AA should be the first target for aircraft and artillery. You should attack these, especially with tanks if possible. Infantry and their tarnsports tend to suffer due to most ground AA being flak/cannon based, but if they are missile-based and not ADATS, you can attack them with light APCs.
Artillery - You need to move your units or take out their recon choppers. In the event they're assaulting AA, spread out your units.

Groups of 4 or Singletons
I see a lot of people splitting units vs. using 4. There's plusses and minuses for both. A group of 4 gets relatively better morale over time, as a single unit is focused down at a time, but is a larger target for aircraft. You should always group infantry together in 4s, especially in cities. They may be a ripe target, but in the event of an attack, they are highly capable.
Singletons are better off at engaging multiple targets and confusing the enemy at the cost of that beneficial morale.
