This series are much more detailed and complicated.
RUSE is more general grand strategy, this one is more advanced tactics where a type of stabilizer on a cannon or a type of machinegun mounted on a tank does matter.
I still play RUSE though, much more than EE... I keep trying really hard to like EE, but I just don't find the story as compelling (not that EE had a story) or the units nearly as interesting. That and an overall lack of even basic base buildin... not necessarily factories like barracks and such, but radar posts, field hospitals, and motorpools for repairs as well as defensive structures bunkers, trenches, etc were a real turn off.
