Modding in competetive games have one serios issue: You need to ensure that the balance not getting ruined or that mods will give you an advantage you not suppose to have.
A good example is Company of Heroes where you find maps that are very favoured for one side. Also you find Mod that unlocks premium stuff or giving all units to every nation. This game however is build deck-wise to make choices and saacrafices. Not to be able to pick everything or having bonuses and disadvantages with your deck choice. A mod would remove this strategic decission.
Same if you have units added that nobody is intended to have. Of course is sound one to have tanks with an inpenetrable armor, more accuracy, damage and RoF, but it would ruin the experience for the other gamers.
Same stories for other comepetetive games, you will not find mod support for most of them. You see that this is a special niche game where the normal player base died. However you still have the problem that even if you want to play single player it was not ever ment to be played alone.
Look at World of Tanks where they allowed moddign and have huge problems with it and delcaring so many mods as forbidden like alser mods, mods that remove obstacles for a better seight which obviosly giving advantages, aim bots etc. Easiest way of preventing it is to prevent the use of mods in the first place.
Honestly don't see what you'd want mods for other than perhaps the sandbox mode that I know RD has. This is pretty much the peak game in the series and is good enough on its own to still hold a small dedicated fan base even while most other players have moved on to RD.
I was confused and went back to regular multiplayer
Conflict Zone was fun.
I find this game not as much fun.
Wargames was the best, cant beat the 90s really.
Simple, brutal, black and white , or should I say blue and red !

To directly answer the original poster's questions:
A. There are programming issues which make the creation of mods for Wargame very difficult.
However, there are some mods out there. Mostly they're aesthetic mods, pretty textures for airplanes, etc. But there's some other cool stuff too. Obviously, major gameplay mods won't be compatible with regular multiplayer; but they're fun to tinker with solo.
B. I have heard of these "trusted trainers" you seek, and I believe they do exist; but I don't know what they are, or where to find them. Searching or asking the Eugen forums would be most fruitful I think.
Happy modding.
Mods just divide an already small player base
