Music Creator 6 Touch was retired when Music Creator 7 was released a few years back. You should have a standalone Cakewalk Sound Center application in your steam library though. If you click on the store page under that app, you can still buy DLC and it'll work in MC6T. It was the DLC previously offered directly under MC6T.
The Z3TA+ 2 and Rapture Session Synths also work and have DLC offerings themselves.
i can only see Files PROG
Cakewalk Sound Center is just a VST for a host application and doesn't have any in-app purchases. You'll need to buy it through the Steam store still. If you highlight Cakewalk Sound Center, on the right side of the client you should see a 'store page' button.
