Is it supposed to drift like instantly? I turned down the sensitivity on steering and deadzone and its rear becomes hella unstable.

It requires very gentle and smooth steering to not slide out. Instead of changing the steering sensitivity, try using action keys instead. They limit the maximum steering to 20, 40, 60 or 80%. Called "action slots" in the menus.
For the rally car i find that I mostly do my turns on AK 2 and 3.
Works on both keyboard and controller.
Key for driving the rally car fast is to pretty much never slide, at all.
